Massive Open Online Courses MOOCs epitomize the fundamental changes impelled by innovations in communications and technology. Already, millions of students are taking free online courses, and most of the world's top universities have joined MOOC initiatives.  Some predict MOOCs will completely disrupt universities in the next few years. Despite all this, there is great confusion about what MOOCs are, how they relate to earlier forms of online learning, and their implications.  This roundtable will highlight the unique elements of MOOCs; their likely effects; and the important legal and policy questions they raise.  The panel will provide an opportunity for the TPRC community to gain a better understanding of the budding revolution in online higher education, and make connections to potential research opportunities in the communications and America information policy fields.
