This paper explores the development and use of wireless broadband networks in the context of national telecommunications infrastructure development strategies that appear to focus on the rollout of fixed broadband networks. Building on our previous studies of next generation fixed broadband rollouts in Australia, Canada, New Zealand and Singapore (Middleton & Given, 2010), we explore policy objectives and the regulatory environments that guide the development of wireless broadband services in these countries. We couple these data with insights on consumer usage of wireless broadband services, with a view to understanding whether the current approaches to wireless broadband development are sufficient to meet growing demand for ubiquitous connectivity and to ensure stated government objectives around the provision of affordable, reliable broadband infrastructure.
